The white horse represents the supernatural and sometimes death, depending on the context. In the world of Twin Peaks I think it is more about death (and of course supernatural). Spoiler Alert ahead for those who haven't seen season 3 yet.
Carrie/Laura has a white horse statue on the mantle in her Odessa, Texas house. She is also wearing a horseshoe pendant necklace with the shoe pointing downward, letting all the "luck" run out.
